Percy was a member of the Williams family of painters. He changed his name to Percy, so as not to be confused with all his brothers who were painters.
He painted views on the Thames in the early part of his career, before painting extensively in Wales and Scotland. This oil is a preparatory sketch for a larger painting. A similar large oil was sold by the Canon Gallery in 2004.
In 1850 Percy exhibited at The Paris Salon a large oil of A Fallen Willow by the Thames which drew much acclaim.
